Empower Bell County Texans is a non-profit, political action committee born out of the City of Belton race to annex 1400 acres of land south of its boundary before the new municipal annexation law went into effect on 1 December 2017.

The principle that people have rights, not cities was the driving force behind a change to law that has existed in Texas for over 100 years.

On August 15, 2017, Governor Abbott signed a Senate Bill 6 into law limiting the annexation powers of Texas cities.  Effective December 1, 2017, Chapter 43, Texas Local Government Code, immediately extended protection of the new law to mostly urban counties in Texas with a population of over 500,000 residents also known as Tier 2 counties.    Tier 1 counties (those with less than 500,000 residents), like Bell County, must opt-in to the protections of the new law.   The opt-in process starts with the signatures of 10 percent of the registered voters of Bell County (approximately 20,000) to take to the Bell County Commissioners and request a ballot measure be added to the November 6, 2018 ballot.


Petition of Bell County, Texas Registered Voters to Approve Becoming a Tier 2 County at an Election Ordered by the Commissioner’s Court

To the Commissioner’s Court of Bell County, Texas (Al  la Corte del Comisionado del Condado de Bell, Texas)

We, the undersigned qualified voters of Bell County, Texas   (Nosotros, los subscritos votantes capacitados del Condado de Bell, Texas)

hereby request that the Bell County Commissioner’s Court hold an election in accordance with the terms and provisions of the Texas Election Code, Title 17, in Bell County Texas on November 6, 2018, to give the citizens of Bell County a voice in the municipal annexation process.   It is the hope, purpose and intent of the petitioners of whose signatures appear hereon to see Bell County, Texas, classified a Tier 2 with the same rights as a large Texas County with over 500,000 residents.  Tier 2 Counties, as described in the amended version of Chapter 43, Local Government Code effective 1 December 2017, are required to put municipal annexations to a vote, giving the citizens a right to be heard on the measure.  This measure, if passed would end the practice of unilateral or forced annexation in Bell County, Texas. (solicitamos que la Corte del Comisionado del Condado de Bell realice una elección de acuerdo con los términos y disposiciones del Código Electoral de Texas, Título 17, en el condado de Bell Texas el 6 de noviembre de 2018, para dar los ciudadanos del condado de Bell una voz en el proceso de anexión municipal. Es la esperanza, el propósito y la intención de los peticionarios cuyas firmas aparecen aquí para ver que el Condado de Bell, Texas, clasificó un Nivel 2 con los mismos derechos que un gran Condado de Texas con más de 500,000 residentes. Los condados del Nivel 2, como se describe en la versión modificada del Capítulo 43 del Código de Gobierno Local, vigente desde el 1 de diciembre de 2017, deben someter a votación las anexiones municipales, otorgando a los ciudadanos el derecho de ser escuchados sobre la medida. All Bell County residents are empowered to have a voice and vote regarding individual property rights!    Our goal is to gather 20,000 register voter signatures by May 18, 2018.
